What is the Community of Practice?

Established by the KR21 programme, the Community of Practice provides a space to share experiences, exchange knowledge, and collaborate on practical solutions to the legal, market, and technological challenges affecting e-Books and e-Lending.

The Community builds on the principles set out in Safeguard Access, Empower Europe: An Action Plan to Let Libraries Be Libraries, and supports collective action to remove barriers that prevent libraries from fully delivering their public interest mission in the digital environment. Our strategic priority areas are:

  1. Legal reforms and advocacy
  2. Improving market practices and licensing negotiations
  3. Implementation of practical lending models
  4. Safeguarding library missions

Who Are Our Members?

The Community welcomes anyone interested in advancing e-Book access and e-Lending in Europe, including:

  • Library professionals
  • Library organisations
  • Legal and copyright experts
  • Others working to improve digital access to knowledge
We're building this Community together, as a space where colleagues can speak openly and freely about their experiences. Members are encouraged to suggest discussion topics, share resources, and contribute their expertise to help strengthen libraries' ability to provide equitable access to digital content across Europe.

Meetings take place online on a regular basis and provide an open, collaborative space for discussion.
