What?

A fixation on copyright as a tool to regulate AI training risks creating a counterproductive clash between the parallel goals of stimulating AI research and development and supporting a healthy creative ecosystem. This webinar explores why we need to rescope the debate on AI, making sure we’re asking the right questions, and making use of all available tools.

The Webinar

At the level of the European Union, as well as in many national settings, there is an intense debate currently underway around artificial intelligence, and in particular the rules that should apply to training.

Yet the passion and volume of the arguments risks being a distraction from the question of whether the scope of the debate is the right one, and whether the responses being proposed really are the only – let alone the optimal – ones available.

In particular, the emphasis on the impacts of Generative AI on the entertainment industry not only forgets that GenAI is just a small part of wider AI, but also overlooks the fact that uses of Generative AI that compete with the creative sector are a subset of a subset. Crucially, this emphasis means that the needs and interests of research – also a major public policy goal – are too often neglected.

Moreover, the tool presented for proposed regulation – copyright – is far from the only one available, and is arguably not even relevant in this situation or even beneficial for all but the biggest players. Other options are likely to offer far better targeted solutions.

Crucially, using copyright risks creating major unintended consequences on research and beyond, turning this not just into a zero-sum, but into a negative-sum game, benefitting neither the creative sector nor Europe’s wider competitiveness.
