In a new report supported by Knowledge Rights 21 entitled ‘Legal Aspects of Access to and Reuse of Scientific Information in Greece’, the Scholarly Communication Unit of the Hellenic Academic Libraries Link (HEAL-Link) – hosted by the Library and Information Center of the University of Patras, explores the current state of research and innovation in Greece.

The report focuses on the legal framework that shapes open access to scientific information and examines how national legislation influences the circulation of open knowledge. It includes a particular focus on copyright and related laws. The authors highlight both the opportunities and challenges faced by Greek researchers in accessing and reusing research outputs.

The report highlights the need to create a more open and accessible research environment. It emphasises the importance of updating the policy and legal frameworks to facilitate the free flow of information, enabling Greek researchers to compete effectively on a European and global scale.

As part of the study, a survey was conducted to capture researchers’ perceptions of the existing legal framework. Participation was anonymous and open to individuals from universities, research organisations, spin-offs, businesses, and industries engaged in research activities.

While the survey mainly focused on the legal aspects of accessing and sharing information, it also recognised that research conditions in Greece are influenced by other factors – including limited financial resources and gender inequality – which, however, were beyond the scope of this study.
