Sweden’s New National Open Science Guidelines

Wikimedia Sverige’s Perspective

On 15 January 2024, Sweden finally published its new national Open Science guidelines.

A few key takeaways of what these guidelines propose:

  • All publicly funded scientific publications must be made public immediately under free licenses. This should be completely free for both readers and writers, and the costs for funders need to decrease over time.
  • Research data, in general, shall be made publicly accessible, according to the FAIR principles (Findable, Accessible, Interoperable, and Reusable), as well as methods, protocols, and software.
  • Measures shall be taken to ensure that authors retain the economic rights to their publications.
  • Work with open educational resources should be coordinated nationally.
  • Policies and principles for citizen science shall also be developed, established, and used.

Eric Luth, Project Manager at Wikimedia Sverige and National Coordinator for KR21, states: “It’s exciting to see that the new national guidelines for open science are finally published—a crucial step forward! Now we need to ensure they don’t collect dust or end up in the drawer. The proposal that the National Library and the Research Council should regularly review the guidelines is good, but it is equally important that lawmakers leverage these guidelines to fortify legal support for open science.”
